Tarsha directs the Early Head Start – Child Care Partnership Program at Charleston County First Steps, where she has served children and families for 10 years, ensuring that all Charleston County children are healthy and ready for school. She received her master’s degree in counseling from Webster University in 2011 and her bachelor’s degree in education from Claflin University in 2005, Prior to joining Charleston County First Steps, she worked in Dorchester District Two schools. She is a member of the South Carolina Head Start Association and the South Carolina Infant and Mental Health Association.
